If the camera is still not powering on hold the setup button for 20 seconds. Sometimes it shows that it s connected to the solar but mostly it says to extend the battery life with a solar panel which of course it is connected to. Ultimate win would be for the app to be able to show the voltage being delivered by the panel so we can see if it needs to be oriented better. There are several possibilities.

On the back of the camera is 3 holes the top. You may need to try a different power outlet or micro usb charging cable if there are no charging lights lighting up on the battery.
