Carefully lift up the loose veneer and use a putty knife to scrape away as much loose dried glue as possible. Try to not get the floor too wet as water will damage particle board. To our dismay when we ripped up the old carpet we found that the whole subfloor was covered with particle board. Diluted bleach or vinegar will help remove smells and stains.

Particle board is ill suited for paint adhesion unless you first treat it with a particular type of primer. Wood filler will not adhere to dirt.
